What can a person do if they are legally and practically impeded from gratifying their needs? If nothing else could satisfy or provide that sense of validation and pleasure? Is that person doomed, so to speak, to be unhappy? I can't really name the specific activity, but it is highly illegal. It is also non-sexual. What can suffice?

Try to identify why or how it satisfies you. Then explore other, more legal ways to achieve the same gratification. You might not find the exact same feeling, but maybe you'll find something just as good, maybe better.
